[SchoolFinance] Vehicle use

We no longer allow company vehicles to be used to commute back and forth to
work but when we did, we used to have to make an adjustment in payroll as
IRS rules required this to be a taxable non-cash fringe benefit. Not sure
if things have changed since then but you would want to check the IRS
guidelines.
