[SchoolFinance] ESCE 3 and 4 year old's in Regards to Budget

Thanks!  The 'reasonable and necessary' message is what keeps ringing in my
mind---and I never thought to use our total special ed population as a
guide---I was just focusing on the specific # of 4 yos with IEPs.
So, it seems like once you start paying general education staff a
percentage, you don't need to review that each quarter?  If I charge 25% of
a teacher based upon the number of students in her class....then a few
students move out....I assumed we should shift that cost out of the
fund--but that seems like a nightmare to do once a quarter.
