[SchoolFinance] ESCE 3 and 4 year old's in Regards to Budget

I created the attached to help out the Special Ed Director, and we are just
budgeting a portion of some of the current employees kind of based on the
recommended percentages at first (Administrator, Speech Therapist, and OT)
So we currently are budgeting 20% of each of those positions, and 50% of an
administrator and the remaining % is in our General Budget.  But I will
build the budget using the ECSE Fund code. Not sure how correct this is,
but this is the information I received from our Special Ed
Director/Superintendent.
