[SchoolFinance] Personnel File Retention

Hi Ida,

We use this guide (which sometimes is as clear as mud) but air on the side
of caution and use the longer of the period for the document we are looking
at if it could fit into more than one category. The "school" specific
guidelines, which are more stringent, begin on page 66.
