[SchoolFinance] Cash In Lieu of Health Insurance - Medicare

This is the response I had gotten from DWLaw when I inquired last May:
The Medicare Secondary Payer rules (MSP) prohibit paying cash in lieu (CIL)
to employees on Medicare. However, the employer can pay CIL to employees
on MaineCARE.
