[SchoolFinance] Cash In Lieu of Health Insurance - Medicare

Hermon has the same info as Lucie does. Our contracts explicitly state,
however, that in order to receive CIL they must have other EMPLOYER
provided coverage (ie through their spouse). This makes it so no one takes
the CIL and then goes to the marketplace for insurance.
