PRIORITY NOTICE: MaineCare Seed Adjustments to Be Made; Review Q3'25 Reports by July 15

Dear Champions of Education,

The recovery of Q3'25 MaineCare Seed will occur in the July 2025 subsidy payment. The Maine Department of Education (DOE) is asking school administrative units (SAUs) to please review their reports by July 15, 2025, to ensure accurate adjustments to subsidy. SAU staff must review student claims on the public and private MaineCare reports for Q3'25 and submit disputes if necessary by July 15.

The Maine DOE has discovered some errors in the Seed reports from MaineCare and urges SAU staff to carefully review these to be sure that:

  *   The student is enrolled in your SAU.
  *   The student has an IEP or IFSP that requires the service listed.
  *   The dates and the durations correspond with actual required services.
To access the MaineCare Seed reports, please follow the below instructions:

  1.  Click on the Student Data tab.

  1.  Click on the Student Report tab.

  1.  Select MaineCare in the Reporting Area drop-down.

  1.  Choose the quarterly Seed report and the report type (private/public).

  1.  Click the View Report button.

You may export the reports to Excel, but please be aware that there may be multiple worksheet tabs within the workbook. Save the file to your computer.
To dispute a claim:

If you believe that a particular student or time period should not be on the report, please send an email with the following information for each State Student ID to denise.towers at maine.go<mailto:denise.towers at maine.gov:%20>v:

  *   State Student ID
  *   The reason that you disagree
  *   The type of report (public/private)
  *   Quarter in which the claims are located
  *   Service provided dates (from and to)
  *   Total amount of Seed being disputed

Summer services:

Students must be enrolled for the time period in which they are receiving educational services. This means that students who are receiving extended school year services internally or extended school year services in an external placement must have a primary enrollment for that time period in order for the Maine DOE to have the most accurate enrollment data in determining SAU responsibility for MaineCare Seed.

If you have difficulty logging into NEO:

Anyone who currently has Special Education Director permissions to the Special Education module will automatically have permissions to access MaineCare reports.

As in the past, if a new staff member requires permission to access this module, a request from the superintendent to the Maine DOE helpdesk will be necessary. The helpdesk contact information is medms.support at maine.gov<mailto:medms.support at maine.gov> or 207-624-6896.
