[SchoolFinance] paid FMLA

This is not exactly scientific, but based on the 2 pieces of info you
mentioned, we have decided to decrease the budgeted amount from 1% to about
.67%. This reflects that we feel confident we will not pay the full 1%, but
we feel uncertain of how exactly it will play out.
