[SchoolFinance] Budgeting for Field Trips

Hi Kathi,

Transportation for instructional field trips should be budgeted in the
Regular Instruction cost center. Transportation for Special Ed field trips
should be budgeted in the Special Ed Cost Center.

The transportation cost center is for getting students from home to school
and back and out-of-district transportation for special ed students.
