legal advice I got was:

I would enter the month when coverage would start (or stop) if the employee
changed coverage.   So, if an employee goes from single to family in open
enrollment, when the family election would be effective (if September,
enter 09; if July enter 07).

Since we have two different contract periods, we elected to use 07
