[SchoolFinance] account codes

Maybe that was why we were not feeling that the DOE site was helping. I
didn't realize the Y meant NO you can't use it. So maybe I'll try there
again.

I was also wondering if when setting up grant numbers we should do a budget
upload but never certify it just so we could see if it produces errors
BEFORE we use the accounts, instead of finding out on a quarterly
expenditure upload.
