[SchoolFinance] account codes

I get so frustrated trying to use that tool in NEO and half the time I do
not trust what it tells me.  I am not sure I am even putting in correctly.
A refresh on the accounting codes from the DOE would be very helpful.

Waiting until you do the quarterly uploads just makes more work if you have
to adjust and who has extra time???
