[SchoolFinance] Paying hourly employees

We also use Frontline but I do have staff fill out paper timesheets for
anything outside of their contracted hours.
This makes it easier for us to track these times back if needed.
We also pay them for anything additional in a separate check to make sure
they see they got that additional pay.
