Good morning and welcome to November. There are a lot of resources here that were shared at office hours on Wednesday. Please take time to read carefully and share with other nurses in your districts if needed.
Resources for Mental Health Promotion in the School Setting<https://mainedoenews.net/2023/10/24/resources-for-mental-health-promotion-in-the-school-setting/> As a learning collaborative, we were reminded of mental health promotion skills we were already using and gained new ideas to put into action. We addressed the needs of our student population by learning from each other using case-based methodology. The toolkit includes information on mental health promotion, tips for addressing health disparities, and roadmaps for implementing innovative strategies to improve mental health and substance use prevention efforts in schools.
The recent events in our state have resulted in many notices being released from state agencies, the Governor's office, and community agencies. Please take time for yourselves, make sure you have had a chance to talk to someone if needed.

2. You do not need to know everything there is to know about MaineCare billing in order to apply. This is a starting point for us this year. It is very likely that what is billable now will not be the same as what is billable in a few years (there will be more services available later). Apart from services within an IEP, right now the only way to bill is things within what you establish as services in your "school health clinic". Covered services include preventive, diagnostic and/or therapeutic services for acute, episodic, and chronic conditions furnished by the center's professional staff; supplies commonly furnished for the provision of these services; and basic laboratory services essential for immediate diagnosis and treatment. Providers can choose what services are delivered based on the members’ needs. Providers do not have to provide all these services listed in this policy.

Public Comment period until November 27 for Chapter 41<https://mainedoenews.net/2023/10/19/public-comment-filing-of-targeted-revisions-to-rule-chapter-41-offering-instruction-related-to-cardiopulmonary-resuscitation-and-the-use-of-an-automated-external-defibrillator-in-maine-public-school/> As a result of the First Special Session of the 131st Maine Legislature, Public Law 2023, Chapter 460 was signed by Governor Mills on July 27, 2023. This law, An Act to Require Public Schools to Offer Training for Secondary Students on the Administration of Naloxone Hydrochloride requires all Maine public schools to offer training to secondary students in the administration of naloxone hydrochloride in nasal spray form. The law further requires the Maine Department of Education (DOE) to adopt rules on how to train secondary students to administer naloxone hydrochloride in nasal spray form. The training may be provided as extracurricular instruction, is to be delivered by a qualified individual, and that the standards for instruction are based on those of a nationally recognized program, organization, or agency.

What is Motivational Interviewing? How does it pertain to the role of the School Nurse? Motivational interviewing is a collaborative conversation style for strengthening a person’s own motivation and commitment to change. It is a student-centered conversation focusing on ambivalence about change by paying attention to the language of change. The effort is to strengthen student’s motivation for, and movement toward, a specific goal, which could be health related, by eliciting and exploring their own reasons for change within an atmosphere of acceptance and compassion.
* MI can provide school nurses with a tool for how to enhance students’ intrinsic motivation to learn or change health related behavior. It does so by providing a simple way to honor autonomy, recognize strengths or competence while enhancing interpersonal collaboration. It can be a tool to support students in developing a growth mindsets and reinforce the development of grit and improve outcomes
* MI is a guiding style of communication, that sits between following (known as good listening) and directing (known as giving information and advice).
* MI is designed to empower people to change by drawing out their own meaning, importance and capacity for change.
* MI is based on a respectful and curious way of being with people that facilitates the natural process of change and honors client autonomy.
