[SchoolFinance] Human Resources

RSU 38 has just under 300 full-time staff at this moment, and over 100
subs/coaches.  We have an HR Specialist and a PR Specialist. We have an
Assistant Superintendent (currently an open position) who does not do any
of the HR duties.
