[SchoolFinance] Pay for athletic events - books/gate etc

These types of employees (besides officials that are contracted) should be
paid from payroll.

We do a flat rate per game- but if they are an hourly employee, they also
must record the number of hours worked. This way, we can ensure they are
receiving minimum wage for the hours worked. We also do a blended OT rate
as appropriate if they go over 40 hours.

So- they are paid the hours worked as above, or the flat rate, whichever is
greater.
