[SchoolFinance] FSA plans

Hello,
  We pass the fee onto the employee.  I have a deduction set up for the FSA
amount and a separate one for the fee because MSMA wants the checks
separately.  I send the FSA amount biweekly to MSMA and the fee amount
after the second payroll of each month.  We do not deduct it out of the
third payroll of the month when there is one.
