[SchoolFinance] FSA plans

Hi Gabby,

MSAD 55 also uses this plan. We have been charged an administrative fee per
enrolled user since the beginning of the plan. We have not passed this fee
onto the employee. That being said, we do not have huge participation in
the program and the monthly fee has been under $45.00/mo.
