[SchoolFinance] SAU system question

We had this issue and it was because the budget utility used in SERP to
create the upload file dates the file when it was created and can not be
changed.
In order for the file to correctly reflect a Q1 date, a journal entry had
to be manually posted, instead of using the utility, with the correct date.
