PRIORITY NOTICE: Planning for Early Childhood Special Education Transition
Dear Champions of Education,
The Maine Department of Education (DOE) is actively preparing for the next phases of the transition of Early Childhood Special Education, Child Find, and the provision of FAPE (Free Appropriate Public Education) from Child Development Services (CDS) to school administrative units (SAUs).
To support statewide planning, service alignment, and resource development, all SAUs that have not yet transitioned are asked to please complete a short survey<https://maine.us2.list-manage.com/track/click?u=a582edd6473e477ef6307c769&id=bf35bcfc95&e=d89fcd9d0f> by June 30, 2025. This survey will provide critical information regarding:
* Your anticipated cohort year for assuming Early Childhood Special Education responsibilities (Year 3 or Year 4).
* Your readiness and support needs.
* Whether your SAU currently offers, or is interested in developing, public pre-K or collaborative Early Childhood Special Education placements.
This data will guide how CDS and the Maine DOE deploy technical assistance, training, and funding supports to ensure a successful and balanced statewide transition by 2027-2028.
SAUs have the option to begin serving four-year-olds in the 2026-2027 school year and adding three-year-olds in 2027-2028, or waiting until 2027-2028 and assuming responsibility for both age groups at once. Early planning allows SAUs to access tailored support and ensures a smooth, equitable, and uninterrupted delivery of services for young children with disabilities.
If your SAU does not currently operate public pre-K, the survey also offers the opportunity to request Maine DOE assistance in planning for early childhood programming or collaborative service delivery with community partners.
