[SchoolFinance] Draft budget during negotiations

We also use Position-based budgeting which makes it a bit more difficult to
hide the budgeted increases. I do not provide the details by line, I
summarize the budget in a spreadsheet and show grouped categories within
programs, within cost centers.   I explain that when comparing one budget
year to the prior year's budget, there are several factors that come into
play such as staffing changes, retirements (including summer salaries),
changed split positions, changes in hours, etc.  I also include some
additional funds in various benefit lines, which gives me a bit of
flexibility for negotiations.  When asked what we have budgeted for salary
increases, I always state what the COLA is for the current year and that
for the CBAs to be negotiated, we have budgeted enough to ensure we can
negotiate fairly.
With the Min Wage salary increases that will come into play on July 1,
negotiations this year should be really '*fun'*!
