[SchoolFinance] Draft budget during negotiations

I budget the current year amounts, and then put the difference, including
anticipated benefit increases (including PFML now) in a contingency line,
based on what the Board's offer will be. That way no salary increases are
visible on any budget line that is under negotiations.
This process does require a lengthy spreadsheet with lots of tabs and
formulas, but hey, that is my favorite part of the job!
