Purpose:
The School Finance and Compliance Team works within the Maine Department of Education (DOE) to administer the Essential Programs and Services (EPS) Funding Act, controls distribution of General-Purpose Aid (GPA) to local schools, collects statutorily required students, staff, and financial data, calculates annual tuition rates, and oversees school unit governance.
This professional position provides technical review of annual audit reports for compliance from Maine's over 260 School Administrative Units as well as additional reports for those school units not members of reorganized units and other recipients of state and federal funds that are passed through the Department. Provides Fiscal compliance reviews of school construction projects to ensure compliance with state and federal laws/regulations/rule chapter and for the recovery of funds. As well as support the School Finance Team with data collection instruments to obtain and validate information necessary to calculate state subsidy. Work is performed under limited supervision.
Knowledge, Skills & Abilities:
* Knowledge of how to interpret and understand audit findings and management letters from certified public accountants in order to determine if further action from the Maine DOE is necessary.
* Knowledge of methods, techniques, and principals of managing sensitive and confidential information per the Family Educational Rights and Privacy Act (FERPA).
* Knowledge of relevant State and federal laws, rules and regulations, and ability to provide statutory interpretation to Department staff, local education authorities and the general public.
* Knowledge of financial management theories, principles, and practices including generally accepted accounting principles (GAAP), Government Accounting Standards Board (GASB) and American Institute for Certified Public Accountants (AICPA).
* Knowledge of PC computers and PC computer software applications especially data base and spreadsheet applications.
* Knowledge of Uniform Grant Guidance and the Cost Allocation Guide for State and Local Governments.
* Ability to provide technical assistance and consultative expertise to Department internal and external constituents.
* Ability to provide training to Local Education Agencies (LEAs) regarding how to comply with State and Federal audit requirements.
* Ability to conduct fiscal and compliance reviews of all sub grantees, to determine compliance or noncompliance.
* Ability to analyze financial data and reports and make appropriate determinations.
* Ability to prepare clear and comprehensive reports of fiscal & compliance reviews and examinations.
* Ability to analyze and evaluate administrative, financial, or operational systems and controls.
* Ability to create and update policies and procedures for all responsible tasks.
* Ability to express ideas clearly and concisely, orally and written, and prepare clear and comprehensive reports.
* Ability to work with and secure the cooperation of others.
MINIMUM QUALIFICATIONS
* Six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.
