[SchoolFinance] [EXT] Ed Tech Paid by Position or Classification

We don't move them during the year if they get the higher certificate.
They have to wait until the start of the new school year.  The same for
teachers working on MA or beyond.  They don't get moved up until the start
of the new school year after receiving the higher degree.
