[SchoolFinance] [EXT] Ed Tech Paid by Position or Classification

We pay them what position they are working in. We did have the issue this
year where we had an ed tech 1 get her 3 certification during the middle of
the year. Normally we would not move them, but because we had an opening
for a 3 we let her apply for the open position and change.
