[SchoolFinance] Interest earnings in municipal school districts

When my RSU was a School Union of three towns, they never gave us any
interest.
When I worked for a single municipality (Jay), they never gave the school
any interest.

To take things one step further, a former superintendent argued that the
towns raise and collect taxes for the school once a year, yet only pay out
1/12th per month to us, with no interest on those funds either. (Good luck
with that one, but it is interesting.)
