[SchoolFinance] Interest earnings in municipal school districts

We have two municipal schools as part of our AOS.  One Town lets us handle
the funds for the school and we retain the interest.  The other keeps the
funds in the Town accounts and we earn no interest.  I have never thought
that was very fair, but have not been able to change the way it is handled.
