[SchoolFinance] Reserve funds- from fund balance

Even if your warrants are overdrawn, you will have the revenue to offset
and the backup from board approval for using the reserve funds for the
expenses.  Our warrants are over in some areas as well, but we still have
the revenue in the special fund to offset.
