[SchoolFinance] Undesignated Fund Balance

Before allocating funds for carry over and reserve funds- MSAD52 was at
22.26% as of June 2024. After allocating to reserve and carry over we have
7.9% to come up with a 3 year plan for- it will be used in the FY26 carry
over and reserve funds.
