[SchoolFinance] Ed Techs / Volunteering

We operate the same as Adam / Lewiston.

We do have some people that insist they do not want to get paid, we inform
them that we do not have the option NOT to pay them (for same similar
role), but once they have received payment they could choose to donate
their earnings to that cause/org, but that it would be completely voluntary
on their part.

Not only is limiting the volunteering of our hourly employees for the
same/similar role a violation of labor laws, but it also opens us up to
potential grievances from other employees who could potentially have had an
opportunity for extra hours if the volunteer was not there.
