[SchoolFinance] EPL for subs

Great question - In my mind they would only be able to use EPL if they were
scheduled to substitute and couldn't because of illness or an
unforeseen emergency. If they aren't scheduled to substitute, they wouldn't
be missing any work. Am I over simplifying this?
