[SchoolFinance] EPL for subs

Good Afternoon,

I am wondering if any of you have had a sub request to use EPL.  How have
you administered that?  I have a sub who has not worked yet this school
year and wants to access EPL.  They have worked consistently over the last
several years so they have accumulated a total of 40 hours that is
available to them through carrying the time forward.  However, there is no
provision to pay out the time- it seems that this is what they are
attempting to do.
