[SchoolFinance] Rounding for Time clocks?

Yes, for a multitude of reasons, RSU 10 rounds 8 minutes each way.  For
example, if someone clocks in at 1:08 pm, it rounds to 1:15.  If they clock
out at 1:07, it clocks them out at 1:00.
