[SchoolFinance] Special Ed high cost out-of-district (OOD) tuition adjustment

Hi all,

This year, DOE only provided the high-cost OOD tuition adjustment for
tuition paid from local general fund, so my number is much lower than last
year.  Last year, we received tuition adjustment for payments from the
local budget and Local Entitlement (for amounts exceeding high cost
threshold).

Please share what your experience is, and if your numbers include local
budget only or also Local Entitlement tuition excess amounts.
