[SchoolFinance] DOE PFML Codes for financial accounting

Because we accrue our wages at year end/June. Won't there be 8 months worth
of expense rather than 6 months( 1/2 a year) for teachers and pay averaged
Ed Techs for that first partial year? Maybe the difference is
insignificant in budget. The next year it would be a full year.
