[SchoolFinance] Sub rates

[Dhyana Blanchard]

$15/hr subs (all categories of support staff and teacher)
$20/hr subs (who are certified teacher -- usually retired teachers)

Bus and van driver subs receive base pay from support staff CBA currently:

$20.02 Bus driver
$18.14 Van driver

For the past few years we have been hiring "part time as needed" drivers
allowing us to pay them based on years of experience and allowing the
driver to receive pro-rated holiday and leave pay.
