[SchoolFinance] Outside use of Buses

We only provide transportation for school/education related trips and
rarely for outside entities...  Exception was when the Governor came to
town for an event...

Also, consulting with our insurance agent at MSMA they discourage providing
transportation for outside events...  especially those that might include
alcohol consumption...
