Anticipated Funding Opportunity for Stormwater and Nonpoint Source Pollution (NPS) Planning
Maine DEP administers the Clean Water State Revolving Fund (CWSRF) to support stormwater, NPS, wastewater collection and treatment projects across the State of Maine. In 2025, DEP anticipates allocating $200,000 in funding for Stormwater and NPS Planning projects.
* Types of Projects: The following types of projects are eligible for funding. Most information, including essential elements for each project type, will be provided with application materials in early March. In the meantime, last year's guidance documents are available at 2024 Guidance<https://www.maine.gov/dep/water/grants/SRF/2024/Attachment%205%20-%20SW%20NPS%20Plan%20Requirements%20and%20Guidance_Final.pdf>.
1. Stormwater Asset Management Plans
2. Stormwater Utility Development
3. Watershed Surveys
4. Culvert Resilience Surveys
5. Stream Geomorphic Assessments
6. Chloride Source Control Needs Assessment and Planning
7. Watershed Management Plan Development
8. Watershed Management Plan Update
9. Design of Best Management Practice(s) Prioritized in a Watershed Plan
* Funding for Stormwater/NPS Plans: A total of $200,000 is anticipated for SW/NPS Plans.
* Up to $50,000 is available for principal forgiveness to each loan recipient to help fund the cost of developing the SW/NPS Plan.
* Of the $200,000 available, there is an initial allocation of $50,000 for Stormwater Asset Management Plan and Stormwater Utility Development projects, and $150,000 for the remaining project types. If total funds requested is less than the amounts allocated above, the remaining funding balance may be applied to the other eligible projects.
* Eligible Applicants: Eligible applicants include municipalities, public water districts, County Soil and Water Conservation Districts and other public or quasi-public entities.
* Local Match: The principal forgiveness funds for SW/NPS Plans require a 1 to 1 local match, which can be in the form of in-kind services.
* Anticipated Timeline:
o Early March Project solicitation letter and application materials released
o Mid-April Application deadline
o Late May Funding notifications
o September Project startup (or later)

Maine DEP will host an info session for prospective applicants to learn more about this upcoming funding opportunity.
