Position Description:
The Natural Resources Climate Policy Advisor in the Governor's Office of Policy Innovation and the Future (GOPIF) will support state policy and programs on issues related to natural resources and climate change. This role offers a unique opportunity to work across public agencies and with stakeholders on public policy to reduce Maine's greenhouse gas emissions and ensure Maine people, industries, and communities are resilient to the impacts of climate change.

JOB DESCRIPTION:
The state's 4-year climate action plan, Maine Won't Wait aims to Reduce Maine's Greenhouse Gas Emissions, Make Maine More Resilient to the Impacts of Climate, Foster Economic Opportunity and Prosperity, and Advance Equity through Maine's Climate Response. The Governor's Office of Policy Innovation and the Future is coordinating the work of the Maine Climate Council and works collaboratively with other State agencies and key stakeholders on policy issues related to climate and energy. The Climate Council is required by statute to deliver an update to the climate action plan by December 1, 2024.
The Natural Resources Climate Policy Advisor will support state policy and programs on issues related to natural resources and climate change, including natural resource carbon sequestration opportunities and emissions-reduction policies in Maine's heritage industry sectors-fishing, farming, and forestry-to help the state meet both our emission reduction and carbon-neutrality goals. The position will also support state policy and programs related to climate adaptation and resilience and new market opportunities for natural resource industries and communities.
Maine is nearly 90% forested, has thousands of miles of coastline, and vast prime farmlands, creating significant opportunity for ongoing and increased carbon sequestration and climate friendly job-creation and preservation in Maine's forest products sector, agricultural sector, and in the marine/ocean "blue carbon" sector. Maine Won't Wait highlights the significant opportunity to sequester carbon in the state's natural and working lands and waters. Strategy E: Protect Maine's Environment and Working Lands and Waters, Promote Natural Climate Solutions and Increase Carbon Sequestration includes a goal that 30% of Maine's lands are in conservation easements or protected by 2030 - including protection of working farmland and forestland. Strategy E is also about supporting the ability of Maine natural resource economies to adapt to climate change impacts and take advantage of new market opportunities. Maine's climate plan includes goals to increase locally consumed food from Maine's farms and fishermen, and to increase our production and consumption of forest productions that provide long-term sequestration benefits.
This is a two-year limited period position reporting to the Deputy Director, Climate Planning and Community Partnerships in the Governor's Office of Policy Innovation and the Future. This position will be a hybrid position headquartered in Augusta, Maine, with travel through the state as necessary and appropriate.

JOB TASKS:
In supporting state policy and programs on issues related to natural resources and climate change, the Natural Resources Climate Policy Advisor may:

  *   Develop policy and program recommendations
  *   Facilitate cross-agency coordination
  *   Coordinate with stakeholders
  *   Monitor the progress of climate strategy implementation and support data collection on results
  *   Other tasks as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Top candidates may come from a variety of backgrounds and will demonstrate many of the
preferred qualifications below:

  *   Strong analytical and leadership skills
  *   Strong organizational skills, including project and task management, and the ability to multitask and prioritize.
  *   Strong written and verbal communication skills, with the ability to make complex ideas accessible
  *   Ability to navigate complex organizations, develop trust with senior leaders, and build trusted relationships among diverse groups of colleagues and stakeholders
  *   Graduate-level training in public policy, natural resources and climate, or related fields
  *   At least two years of professional work experience
We seek candidates with demonstrated skills or knowledge in one or more of the following areas (candidates should highlight these competencies in their application materials):

  *   Policy expertise or professional experience in natural resource science, natural resource economics, and natural resource policy
  *   Policy expertise or professional experience in carbon sequestration and natural resource carbon markets
  *   Policy expertise or professional experience in natural resource economies and adaptation to climate change impacts
