[SchoolFinance] Families paying tuition to have student attend school

Hi Gabby,

We do send a tuition invoice to a sending district that does not have a
Middle or High School and use the tuition rate found on the DOE website. I
have not heard of a family paying tuition but that certainly does not mean
it doesn't happen.
