[SchoolFinance] Processing PFML benefit payments

I was not aware of that and have no idea how we will handle it.

It doesn't make sense to me that Maine PERS considers any leave used from a
sick bank through the district as non-earnable compensation, yet this one
is.  It is so frustrating when the rules are different and don't make sense.
