[SchoolFinance] [EXT] Anthem

We normally get the rates the first week of April.  I currently
have  budgeted a 15% increase over last year. The last two years we have
had the maximum increase, but the year prior we didn't have any increase.
Looking at our last usage report we seem to be in a better position than we
have been the last couple of years so I am really hoping we come in closer
to 10%.
