We had the same experience Hollis.  They under-bid MSMA so the first year
was cheaper but have gone up each year since.  We've had some minor
additions throughout those years but also took off a small school this
year.   I've asked for an estimate for my budget for next year and they
said it would be around 10%.   I will be going out to bid next year.
