[SchoolFinance] Private PFML plan payments

Hi Gabrielle,

Our board just voted to go with a private plan through the Guardian - which
is offered through MSMA. Once enough schools sign on, we will get the
information on how to apply for the private plan through the Dept of Labor.
At this point, I am not sure of how the plan works as far as paying
benefits, etc. We are still in the early stages of switching.
