[SchoolFinance] Draft budget during negotiations

Like most of the answers here, we budget the step increases because by law
we have to implement them regardless of whether the contract is fully
negotiated or not and then we put an amount in contingency that we feel is
sufficient to cover any percentage increases. Clearly, that is a shot in
the dark, depending on how far along the process goes.
