[SchoolFinance] Results of Budget BVRs?

MSAD 31 passed, a 5.14% increase over last year. An average of a 10%
increase to the towns.
MSAD 41 failed, a 5.95% increase over last year. An average of a 30%
increase to the towns due to a lack of fund balance, an increase in
valuations & decreases in other expected revenues.
