PRIORITY NOTICE: Delay in Grant Award Notifications for the 2025-2026 School Year
Dear Champions of Education,
The Maine Department of Education (DOE) would like to provide a follow-up to Friday's priority notice<https://maine.us2.list-manage.com/track/click?u=a582edd6473e477ef6307c769&id=d8cd9637a0&e=d89fcd9d0f> pertaining to Elementary and Secondary Education Act (ESEA) federal grant allocations for the 2025-2026 school year.
Yesterday evening, the U.S. Department of Education (USED) alerted all state education agencies that, given the change in administration, it is reviewing funding for multiple grant programs. USED added:
"...decisions have not yet been made concerning submissions and awards for this upcoming academic year. Accordingly, the Department will not be issuing Grant Award Notifications obligating funds for these programs on July 1 prior to completing that review. The Department remains committed to ensuring taxpayer resources are spent in accordance with the President's priorities and the Department's statutory responsibilities."
The programs impacted by this delay include:
* Title I, Part C (Migrant Education)
* Title II, Part A (Supporting Effective Instruction)
* Title III, Part A (English Language Acquisition)
* Title IV, Part A (Student Support and Academic Enrichment)
* Title IV, Part B (21st Century Community Learning Centers)
* Adult Education Basic Grants to States
Please note that in Friday's priority notice, the Maine DOE did not include Title IV, Part A in the grant allocation list. USED had previously provided the Maine DOE with a preliminary allocation table for Title IV, Part A, which was shared with the appropriate school administrative units (SAUs). Based on the communication received yesterday, however, it now appears that these funds are also under review.
As a reminder, school administrative units (SAUs) may not begin to obligate funding for these programs until USED has finalized grant allocations.
This delay impacts every state in the nation. The Maine DOE has contacted Maine's congressional delegation to inform them of the impacts of this potential loss of federal funding and to urge them to request that allocations be released, as directed by Congress.
The Maine DOE ESEA Team hosts monthly office hours to answer questions for and provide support to SAUs. The next meeting is scheduled for Tuesday, July 8, 2025, at 9 a.m. via Zoom.
