[SchoolFinance] Reserve funds- from fund balance

Hi Dawn,

We have the expenses hit the actual expense line that they should then
process a J/E to debit the reserve account and credit a special revenue
line (5206 for Minor capital projects).  This revenue will offset the
expenses in your general fund.
