[SchoolFinance] Cash basis

Hi Carrie,

Yes, MSAD 17 has been on an accrual basis from before my time there.  I am
surprised to learn that the school district where I am on the board
operates on a cash basis.  So the fund balances on the books do not match
the audit report.  I am just trying to determine if this is more common of
a practice than I thought.
