[SchoolFinance] Frontline Time & Attendance for grant paid employees

MSAD 11  also sends Semi Annual Certification Forms to its grant funded
employees via Frontline Central.

The employee electronically completes the certification and then it is
electronically sent to the building administrator for
their certification.  It's pretty nifty.
